Quorums from the town and village councils resolved to re-gather within three weeks, and form a committee which will evaluate paid studies suggesting a rare form of dual government. Following decades of wrangling, local officials formed the Government Efficiency Project to explore improved municipal effectiveness in the New Paltz community. They received a $50K grant through the NYS Department of State's Local Government Efficiency program to examine combination governments, shared services, and other options. After 19 months of research, members of Fairweather Consulting delivered their final report. Fairweather's recommendation calls for a coterminous town/village structure -- only five such governments currently exist in New York. According to the group's mission, changes to New Paltz government must avoid tax increases in any particular neighborhood. Therefore simple dissolution of the village was ruled out, as that tends to subsidize downtown landlords at the expense of outlying homeowners. Under the coterminous model, village lines expand outward to the town boundaries, and both governments combine departments into a hybrid entity -- technically a town and village simultaneously.
