Justice Reinvestment: Opening Session Part 3: Rep. Schiff and Sen. Whitehouse In the past 20 years, state spending on corrections has grown at a rate faster than every state budget category other than Medicaid, increasing from more than $12 billion in 1988 to more than $50 billion in 2008. The Pew Center on the States reports that more than 1 in 100 American adults are now behind bars. Despite this huge increase in cost, recidivism rates remain high. Bureau of Justice Statistics research indicates that half of all individuals studied who were released from state prison were reincarcerated within three years. Most of the people released from prison, and many people released from jail, are placed under some form of community supervision. There are 5.1 million people (1 in 45 adults) on probation or parole today. Keynote speakers will discuss the need to address recidivism rates and corrections spending. Justice Reinvestment: Case Studies of Efforts to Reduce Recidivism and Corrections Spending This session provides a summary of key corrections trends, an overview of the Justice Reinvestment strategy, and reviews how the strategy was applied in Texas and Kansas. In 2007, the Texas prison population was projected to grow by more than 14000 people in five years. Lawmakers enacted policies to avert the anticipated growth and save $443 million, of which more than $200 million was redirected to programs that helped reduce recidivism and improve public safety. Kansass prison population was expected to increase 22 percent by 2016 at a cost of approximately $500 million. Kansas policymakers directed $7.9 million to expand treatment programs and strengthen probation and parole; from 2007 to 2009, the state prison population decreased by 4 percent and recidivism rates declined by more than 20 percent. Recovery Act Progress at Brookhaven Lab The US Department of Energys Brookhaven National Laboratory is receiving $260.9 million in new science funding from President Obamas American Recovery and Reinvestment Act, principally to accelerate construction of the National Synchrotron Light Source II (NSLS-II), a new $912-million project that began construction in 2009. The funds are part of $1.2 billion announced by Secretary of Energy Steven Chu from funding allocated under the Recovery Act to DOEs Office of Science. The Community Reinvestment Act (CRA) was established by Congress in 1977. The Act requires that deposit-taking financial institutions offer equal access to lending, investment and services to all those in an institution's geographic assessment area-at least three to five miles from each branch. In the case of large banks with many branches, the geographic area may encompass an entire county or even a state. Before the CRA, many bankers excluded low-income neighborhoods and people of color from their lending products, investments, and financial services - a practice known as "redlining". Community activists coined the term when they discovered that the failure of banks to make loans in some low-income neighborhoods was so geographically distinct, that it was easy to draw red lines on maps to delineate the practices. In the 1970s, activists in Chicago and across the country brought strong pressure on banks to lend equitably to all those in their communities. Since its passage, the CRA has been used across the United States to win tens of billions of dollars in new lending, investments, and services for communities. The National Community Reinvestment Coalition tracks more than $1 trillion dollars in community reinvestment pledges nationally.
