But it has not always been like this. Caring for the environment did not feature in the Treaty of Rome, the document that gave birth to the modern day EU. Yet environmental problems were never far away. Europe's love affair with the car was moving into top gear, industry was busy belching out pollutants and raw sewage was being pumped into our rivers and seas.

  • Human Environment Challenges In his talk, Barry Hill defined "human environment challenges," and discussed the relationship between the rule of law and government enforcement of protective environmental laws to address these challenges. He spoke about one of the most pressing human environment challenges: the availability of clean water both in US territories and internationally. He stressed the importance of measuring governmental performance through appropriate performance measures, using Jordan as an example of how he works with other countries. Speaker Biography: Barry Hill is a distinguished public servant, author and academic, who in his present position is responsible for coordinating the EPA's capacity-building initiatives for foreign governments in environmental law and policy. Additionally, he is responsible for enforcement and compliance assurance and helps to train foreign judges in environmental law. Recently, his new textbook/handbook, "Environmental Justice: Legal Theory and Practice" (March 2009), was published by the Environmental Law Institute (ELI), a leading think tank in environmental law and policy.

This introductory course is designed to explore fundamental legal and policy issues in environmental law. Through examination of environmental common law and key federal environmental statutes, including the National Environmental Policy Act, Clean Air Act, and Clean Water Act, it exposes students to the major challenges to environmental law and the principal approaches to meeting those challenges, including litigation, command and control regulation, technology forcing, market incentives, and information disclosure requirements.   • Test Results in for Goldstream River LANGFORD - The Ministry of Environment says test results confirm fluorescein was used to dramatically change the colour of the Goldstream River and the fountain on Veterans Memorial Parkway in Langford. In an email, Ministry staff says fluorescein is a synthetic organic compound soluble in water and alcohol. It goes on to say fluorescein is not toxic and the Ministry of Environment staff do not believe that fish or fish habitat were harmed during this incident. That assessment is based on the flow rate of the river, the probable concentration of the chemical, and laboratory results. However, every St. Patrick's Day fluorescein was used to dye the Chicago River green. That changed when the United States Environmental Protection Agency outlawed its use to change the river's colour after it proved fluorescein to be harmful to the waterway. Those findings have nature lovers worried about the long term affects the chemical could have here.
