In feudal times, under traditional forms of authority, monarchs or others in power conferred high status upon individuals and material wealth followed; first a man would be named a nobleman, and then he would get his estate. In the modern capitalist era, individuals obtain their monetary or material wealth and their class position vis-à-vis the market determines their life chances. Weber, in contrast to Marx, argues that class is a modern phenomenon. However, this does not mean that our modern and contemporary world does not have versions of status. Like remnants of traditional and charismatic authority co-mingled with legal-rational authority in the state and other institutions, status still determines life chances to a certain extent. I continue to be associated with aspects of the CGIAR and I suspect this applies to IRRI as well as to other international institutes that I have visited. The CGIAR has become terribly bureaucratized. I think the superstructure above the scientists level has only grown, not at the stations so much, although that probably might have happened to some extent, but really off-station in the superstructure that governs the CGIAR. I believe it has become extraordinarily cumbersome. It is not induced by scientists who serve on the ground, as in our time, but by others who come in to administer the system from the standpoint of accountability, good rules of operation, business practices, and governance. It has only resulted in more and more meetings and more and more people. Very often the people, as good as they are, didnt come through the system at the scientist level. I believe thats one of the biggest challenges. [Note: the CGIAR is currently undergoing change management.] At the same time, I dont think the CGIAR has been able to develop a true constituency that goes to bat for it where funds come from.   • 12/29/10 OVER BUREAUCRATIZED BANDFEST RUINS IT 4 GOOD BANDS ...bandfest in pasadena before the rose parade..not so long ago used to be a fun & simple time for bands & band fans to see them in action before the parade...but like every good thing..it now has become policefest ...with more pasadena police & "security" walking around than fans or band members ..everybody else must use their hard-earned money to pay for a ticket (or perform) while the police get paid to watch the bands, probably get free food, and also get to boss us around..they don't say "sir" or "m'am"...they say "you" (2nd person singular, familar voice) when they want you to move, jump, or run...and they have no fear of anybody calling and complaining because it won't do any good folks..pasadena cops are like the ***s under the rule of hitler..u do what they say or else..its just that simple..u don't talk to them, they talk to you...("speak when spoken to")..u don't ask them questions..u don't approach them..they're the boss..so if ur visiting pasadena,,brings lots of money..stay in groups..and don't expect anything nice from the cops..or the locals for that matter..pasadena is a police-state, police-city...if u don't work for the city ur NOTHING ...I spent four + years at fuller seminary and left feeling like I got raped by the city.. the dropout clerks in the various stores & restaurants are even worse than the dropout cops ..all in all pasadena is a depressing place to be on every day except one: New Years; and that's only if ur fortunate enough to avoid any ...
